Research, Analysis, and Public Safety Recommendations
Throughout his career in public safety and local government, Andrew has focused heavily on identifying practical, data driven solutions to improve community safety, organizational effectiveness, and government operations. His work has included extensive research, analytical reports, memorandums, and operational recommendations focused specifically on issues impacting the City of La Palma.
Doctoral Dissertation Research
As part of earning his Doctorate in Public Administration, Andrew completed a 293 page dissertation focused on officer turnover and retention challenges within the La Palma Police Department. His research examined organizational culture, leadership practices, employee morale, recruitment challenges, retention issues, and long term operational impacts affecting the department.
The research analyzed how leadership decisions, including lack of support from the City Council, workplace culture, communication, and organizational practices can directly influence employee retention, morale, operational effectiveness, and long term public safety outcomes. The dissertation also explored practical strategies aimed at improving organizational stability, employee engagement, accountability, and leadership effectiveness within local government and public safety agencies.
Andrew’s dissertation was not written as criticism of the La Palma Police Department itself, but rather as an effort to identify opportunities for improvement and help strengthen the future of the organization and the City as a whole.

Public Safety and Traffic Safety Research
In addition to his doctoral research, Andrew authored extensive memorandums and analytical reports related to public safety concerns, including street racing activity, traffic safety, roadway design concerns, and injury traffic collision trends within La Palma. Among these were detailed 18 page and 32 page reports that analyzed collision patterns, roadway conditions, traffic flow issues, and the growing impacts of illegal street racing within the community. His work evaluated contributing factors, reviewed available data, and proposed practical, solution oriented recommendations aimed at improving roadway safety, reducing injury collisions, and enhancing overall public safety for residents.
Through detailed review and analysis of traffic collision data, Andrew identified the City’s highest collision intersections and evaluated the Primary Collision Factors associated with injury traffic collisions occurring throughout the community. His research identified several environmental and roadway related contributing factors, including traffic signal timing patterns, permissive left turn movements, traffic flow conflicts, and intersection design limitations that likely contributed to collision patterns.
Based on his findings, Andrew developed practical recommendations aimed at improving roadway safety, reducing injury collisions, and improving traffic circulation throughout the City. Several of the recommendations focused on relatively simple traffic engineering improvements, including modifications to signal timing and protected turning sequences that could have potentially improved safety while minimizing future infrastructure costs.
One recommendation specifically involved extending a left turn lane and reducing portions of a center brick median to improve traffic flow and alleviate concerns associated with a planned intersection modification project. Andrew proposed these recommendations prior to construction of the median project because implementing them earlier may have reduced future construction costs and minimized the need for additional intersection modifications later.
Ultimately, these recommendations were not implemented by City of La Palma staff and City leadership at the time discouraged looking into solutions. Andrew believes local government should always remain open to proactive ideas, operational analysis, and practical solutions that improve safety and quality of life for residents.

Andrew believes one of the most important responsibilities of leadership is the willingness to evaluate problems honestly, listen to new ideas, and continuously seek ways to improve the community. His research and professional work have always been centered around identifying practical solutions, strengthening public safety, improving organizational effectiveness, and helping ensure local government remains responsive, accountable, and forward thinking for future generations.
